Housing & Land UseAlfonso Costa Jr. serves as Chief Operating Officer (COO) of the Falcone Group, where he is responsible for overseeing the development of multifamily apartment projects, condo-hotels & single-family home communities, leading public-private partnerships (P3), and executing operational & strategic initiatives for the company. Mr. Costa was recently selected as a 2025 South Florida Business Journal (SFBJ) 40-Under-40 honoree, and the 2024 Urban Land Institute (ULI) Young Leader of the Year for his career achievements and current work with the Falcone Group, one of the leading real estate development & investment firms in the United States.
Mr. Costa is an affordable housing and community development expert who previously served in the Federal Government as Deputy Chief of Staff & Opportunity Zones lead for the U.S. Department of Housing and Urban Development (HUD). In this public service role, he was responsible for overseeing policy for the $80 billion annually-budgeted Cabinet agency, which maintains a wide range of housing & community development programs and 5,000+ employees nationwide. As a leader of the bi-partisan Opportunity Zones program, Mr. Costa held the title of Chairman's delegate and HUD's lead representative on the Federal Government's inter-agency Opportunity and Revitalization Council, and for his efforts he was recognized in the Opportunity Zone Magazine's "Top 25 OZ Influencers" list for 2020 and 2021.
A former 5th-grade teacher as a Teach for America (TFA) corps member, Mr. Costa is now an active social advocate through philanthropic & academic volunteer efforts on both the national and local levels. Nationally, he serves as a Board Manager of Greystone Housing Impact Investors (NYSE: GHI), Advisory Board Member of the ULI Terwilliger Center for Housing, and Board Director of the Home Builders Institute (HBI). In his home State of Florida, Mr. Costa is a Board Director of the Urban League of Broward County, the Housing Affordability Committee Chair for the ULI Southeast Florida/Caribbean District, member & recent Chair of the ULI Florida Affordable & Workforce Housing Council (AWHC), and former Chair of the Nova Southeastern University Master's in Real Estate Development (MSRED) Program.
Mr. Costa earned his law degree (JD) from Harvard University, master's degree (MSc) from the University of Oxford (United Kingdom), and bachelor's degree (BA) from Yale University. At Yale, he played both Division-I basketball and Division-I lacrosse while serving as Chair of the Yale Athletic Department's Thomas W. Ford Community Outreach Committee.
